Mountain CAD Corporation located in South Charleston, WV was established on July 6, 1994. Since the doors were opened the company has been providing technology solutions for users of GIS and CAD software. Today the focus of the company is GIS and Public Safety technology for the government sector. The owners and staff of Mountain CAD pride themselves on providing quality, cost effective and timely implementation on all projects and products we supply.
Mountain CAD has provided data conversion and GIS implementation for Cabell, Marshall, Putnam, Harrison, Ohio, Pleasants, Pocahontas, Webster, Wyoming, Mingo, Upshur, Randolph, and Nicholas Counties. In each county the goal was to take individual maps and create a seamless geo-referenced county map. These counties are now able to easily maintain tax parcels as well as produce thematic maps and reports through the use of GIS software linked to CAMA or IAS.
Mapping data was converted from MapGraphix to AutoCAD Map format for the Cabell County Assessors Office.

Mountain CAD developed a GIS based property management system that linked GIS maps to the company accounting system.
The City of Charleston acquired the services of Mountain CAD to aid them in building a Strategic Plan and Pilot Project for city wide GIS Implementation. Existing AutoCAD drawings were converted to ArcView. Aerial photos were included as well as tax parcels from the Kanawha County Assessors office. These ArcView maps were linked with a replication of the county’s CAMA data. An ArcIMS Real Estate and parcel application was created for the World Wide Web. This application can be viewed at //gis.mtncad.com. A thematic mapping and zoning notification application based on ArcView was also created.
Mountain CAD working as a subcontractor to Digital Graphics Inc, successfully setup all computer systems and E-Team software.
This installation included:
- Installation and configuration of Hewlett Packard Dual Processor File Server running Microsoft Windows Server
- Installation and configuration of twenty Hewlett Packard Workstations
- Installation of all cables, hubs and routers
- Installation of Lotus Domino and E Team Emergency Management software on file server.
Mountain CAD worked closely with E Team personnel to also establish communications between the WV OES server located at the State Capitol Complex in Charleston, WV and an E Team server located in California.
- Being on site during first emergency (southern WV flood) and producing maps for legislative review.
GIS Base Maps
For several years Cabell County maintained their tax maps in a McIntosh based system called MapGraphix. Realizing the limitation of this system and wanting to move to true GIS the county hired Mountain CAD to convert these maps to an AutoCAD system.
Using ArcGis software from ESRI and Map Server software from the University of Minnesota, Mountain CAD has setup the first accurate model of coal reserves for a WV County. The WV Geological and Economic Survey and the department of Tax and revenue provided data. This data consisted of 28 coal seams in Raleigh County and all surface parcels in the county.
Using this system the county assessor can now ensure fair coal taxation for all property owners in the county.
